Title: Chairman NAB chairs Deputy Prosecutor Generals Accountability Conference

Islamabad, January 10, 2017: Mr. Qamar Zaman Chaudhry, Chairman NAB chaired 1st Deputy Prosecutor Generals Accountability (DPGA) Conference held at NAB Headquarter. Deputy Chairman NAB and Prosecutor General Accountability (PGA) NAB were also present in the meeting.

Mr. Qamar Zaman Chaudhry, Chairman NAB in his address welcomed all the Deputy Prosecutor Generals Accountability (DPGA) to the Conference and said that an efficient and firm Prosecution is critical to the idea of effective deterrence against corruption. He said that NAB has devised Standard Operating Procedure (SOP) to rationalize the workload and timelines have been prescribed for efficient, effective and expeditious disposal of cases putting a maximum limit of 10 months- from complaint verification-to-inquiry-to-investigation and finally to a reference in the Accountability Court. The Chairman NAB said that in order to ensure uniformity and standardization, the Standard Operating Procedures (SOPs) for investigation officers (IOs) in vogue were reviewed and revised after a gap of 10 years in order to benefit from the experience and collective wisdom of senior supervisory officers, a system of Combine Investigation Team (CIT) comprising of Director, Additional Director, Investigation Officer and a Senior Legal Counsel has been put in place. This has not only lent quality to the work but also ensure that no single individual can influence the proceedings.

In his presentation, Prosecutor General Accountability (PGA) NAB highlighted the performance of Prosecution Wing and informed that since 2014, NAB has been rejuvenated/reinvigorated under the dynamic leadership of worthy Chairman NAB, Mr. Qamar Zaman Chaudhry. He informed that during the year 2016, NAB has filed 339 references in respective Accountability Courts. 98 references decided. Conviction ratio was 80.26 percent. During 2016, in respective High Courts, ratio of maintainability at appeals level comes up as 48.5 percent and writ petition level the success ratio rose to 78.7 percent. During 2016, appellant matters at Honorable Supreme Court of Pakistan have percentage of success at the ratio of 54.1 percent with 66 CPs in favor of NAB and 53 CPs against NAB. During 2016, the overall ratio of maintainability in all respectable courts comes to 75.5 percent.

The Chairman NAB said that an effort has been made to integrate the Prosecutor into the process of investigation so as to institute very strong and water-tight cases. He said that analysis of cases decided against NAB needs to be carried out by Prosecution Division of NAB. The DPGA’s will have to explain the reasons for the loopholes in Investigation or Prosecution leading to a judgment against NAB. He directed all DPGAs to have proper preparation of all the cases and present the view point of NAB according to law with complete documents/evidence in cases before Honorable Courts.

At the end, Chairman NAB said that NAB strongly believes in Zero Tolerance Policy against Corruption. NAB's Anti-corruption campaign is carried widely for awareness and prevention of corruption besides Enforcement. NAB hopes that joint efforts of all stakeholders can collaborate to check corruption and corrupt practices before happening with the help of all stakeholders, civil society, media and people at large.
