Established in the year 1999, with the promulgation of National Accountability Ordinance 1999, NAB is an apex Anti-Corruption Agency of Pakistan formally recognized under United Nations Convention against Corruption (UNCAC). Its sole objective is the eradication of corruption from society through an exhaustive strategy encompassing Enforcement, Prosecution and Awareness & Prevention Initiatives. NAO 1999 empowers NAB to detect, investigate and prosecute cases involving corruption and corrupt practices and to educate the society about the ill-effects of corruption, Jurisdiction of NAB under NAO extends to the whole of Pakistan, At present, it is operating through the Headquarters at Islamabad and seven regional offices at Lahore, Karachi, Quetta, Peshawar, Rawalpindi, Multan and Sukkur respectively. NAB is headed by a Chairman who is appointed by the President in consultation with the Leader of the House and the Leader of the Opposition in the National Assembly for a non-extendable period of four years. Since inception, NAB has recovered billions of rupees from corrupt elements and deposited them in the national exchequer. Besides strengthening the national anti-corruption regime, NAB is the leading agency of Pakistan fighting the menace of corruption in all its manifestations at transnational level. NAB is the focal institution of Pakistan under the United Nations Convention against Corruption (UNCAC) and recently in September 2015, hosted a Country Review (of Pakistan by the international experts) regarding implementation of United Nations Convention against Corruption. Chairman NAB also attended a conference of the states that are parties to the UN Convention against Corruption at St. Petersburg, Russia in November 2015.

Functions of NAB

NAB was established under NAO 1999. Being Pakistani apex anticorruption organization, it has been mandated with the responsibility of elimination of corruption through a holistic approach of Enforcement, Prosecution, Awareness and Prevention. It has jurisdiction over whole of Pakistan and takes cognizance of all offences falling within the NAO against holders of public office and other persons. NAB aims:-

  • To be one of best amongst world's anti-corruption agencies to eliminate corruption through pragmatic and holistic approach.

  • To establish a strong anti-corruption institutional & legal framework and to spread awareness regarding ill effects of corruption in the society, through education by creating a robust civil society. This in turn will demand clean government.

  • To lake cognizance of corruption and corrupt practices for eradication of such practices and accountability of those responsible.

  • To take effective measures for detection, investigation, prosecution and speedy disposal of cases of corruption and corrupt practices.


CBS in synergy with NAB is to be a credible, effective, efficient, dynamic and efficacious financial anti-corruption forum meant for enabling of an environment for a corruption free Pakistan.


The Character Building Societies organized by NAB derive their legal mandate from the National Accountability Ordinance (NAO) - 1999 which is applicable to all the persons in Pakistan residing anywhere. The CBS framework has been formulated in light of following legal provisions: Section - 9 of the NAO 1999 defines corruption and corrupt practices in a comprehensive manner. Section - 33 of NAO 1999 empowers NAB to undertake prevention and awareness campaign against corruption besides investigations and enforcement of law.


The CBS will concentrate on the following common objectives: Inculcate a strict sense of self-discipline through personal examples taking inspirations from social norms, ethical and religious values/ obligations. Encourage students and the teachers to discharge their obligations towards the community’s needs and expectations. Motivate students to harness their social, ethical and academic values in consonance with educational and cultural curriculum. Encourage CBS members to act as whistle blower against malpractices, corruption and related issues to concern quarters without any exploitative motive or design. Each society to make its own code of conduct to plan and practice activities aiming at becoming a good citizen.

Short Term

To bring the youth and the notable, noble & character worthy persons of the society under its umbrella in order to give them feeling of ownership, honor and responsibility for spreading awareness regarding corruption and corrupt practices in the society and about the anti-corruption initiatives taken by NAB, in addition to develop ideal character of the citizens as individuals and society as a whole, leading to build a corruption free Pakistan.

Long Term

To eliminate corruption from all sectors of Pakistan by engaging the stakeholders of the society through purpose meant activities i.e. awareness, whistle blowing, prevention and enforcement through an approach which is comprehensive, holistic and progressive and is meant for the reformation of societal fabric.
