Awareness Activities

  1. A Seminar at NAB(KP) Office
  2. A seminar followed by a walk was arranged at NAB(KP) office on “Good Governance Through Prevention of Corruption” on 7th Dec, 2017 to commemorate International Anti-Corruption Day. Engr Iqbal Zafar Jhagra, Governor Khyber Pakhtunkhwa was the chief guest on the occasion. Mr. Rustam Shah Mohmand, Ex Chief Secretary Govt of KP, Prof Dr. Farhana Jehangir, Ex Vice Chancellor, Shaheed Benazir Bhutto Women University Peshawar, Brig (R) Farooq Naser Awan SI (M), Director General NAB, Khyber Pakhtunkhwa addressed the ceremony. The seminar was attended by NAB Officers and students of various educational institutions along with their head of the institutions. At the end of the ceremony, Chief Guest distributed cash prizes amongst position holders of different competition conducted by NAB, Khyber Pakhtunkhwa as well as best performance certificates amongst the officers and officials of NAB(KP).

  3. Provincial Level Seminar at Nishtar Hall Peshawar
  4. A seminar was arranged in collaboration with Anti Corruption Establishment at Nishtar Hall Peshawar on 8th Dec, 2017. Chief Minister, Govt of Khyber Pakhtunkhwa Mr. Pervez Khattak was chief guest on the occasion. Additional Chief Secretary, Govt of KP, Chairman Deptt of English & Applied Linguistics, University of Peshawar and Director NAB, KP spoke on the occasion. The seminar was attended by civil officials, teachers and students from various universities, and colleges of Provincial metropolises.

  5. District Level Seminars
  6. As per notification of Chief Secretary Govt of Khyber Pakhtunkhwa various activities i.e 17 x Walks, 16 Seminars, etc. on the eve of International Anti Corruption Week – 2017 were arranged mostly in all Districts of Khyber Pakhtunkhwa.

  7. Declamation Contest at NAB(KP) for Students of FATA
  8. NAB (KP) arranged Declamation Contest both in English & Urdu on Anti Corruption Theme at NAB(KP) office on 4-12-2017 for the students of FATA. Maximum students of various agencies of FATA participated in both competitions. Brig (R) Farooq Naser Awan SI (M), Director General NAB(KP) distributed cash prizes to the position holders.

  9. Declamation Contest at NAB(KP) for the Students of Settled Area of KP
  10. NAB (KP) arranged Declamation Contest both in English & Urdu on Anti Corruption Theme at NAB(KP) office on 4-12-2017 for the students of settled area of Khyber Pakhtunkhwa. Maximum students of various districts of KP participated in both competitions and names of first position holder also shared with NAB HQ Islamabad for National Level competition. Brig (R) Farooq Naser Awan SI (M), Director General NAB(KP) distributed cash prizes to the position holders.

  11. Poster / Painting Competition at NAB(KP) for the Students of Settled Area of KP
  12. NAB (KP) arranged Poster / painting competition on Anti Corruption Theme at NAB(KP) office on 4-12-2017 for the students of settled area of Khyber Pakhtunkhwa. Maximum students of various districts of KP participated and name of first position holder was also shared with NAB HQ Islamabad for participation in National level competition. Brig (R) Farooq Naser Awan SI (M), Director General NAB(KP) distributed cash prizes to the position holders.

  13. Sarhad University of Information & Technology, Peshawar
  14. Sarhad University of Information & Technology, Peshawar organized Declamation Contest, Poster Painting Competition followed by a walk on 30-12-2017. Mirza Sultan Muhammad Saleem, Director A&P) Wing NAB(KP) was Chief Guest on the occasion. On the event students expressed their views on corruption through art, and speeches. They also highlighted the evil of corruption in our everyday life. At the end of the event, Cash prizes, certificates & shields were distributed amongst the students who got positions competitions. Vice Chancellor Sarhad University of Information & Technology Peshawar Prof Dr. Saleem-ur-Rehman and other senior faculty member also showed their commitment to the cause of anti-corruption.

  15. Islamia College University, Peshawar
  16. As part of International Anti Corruption week – 2017, Declamation Contest and Awareness Walk were arranged by Islamia College University Peshawar on 6-12-2017. Mian Muhammad Waqar, Additional Director A&P Wing NAB(KP) was chief guest on the occasion. Faculty members and a large number of students participated in the event. In the competition student expressed their views on the menace of corruption and showed their resolve to curb it. A walk was also held the end of event to commemorate international Anti-corruption day. Merit certificates and shields were distributed amongst the position holders of Declamation Contest.

  17. CECOS University of Science & Technology, Peshawar
  18. CECOS University of Science & Technology Peshawar arranged Skit Competition, Debate Competition and Poster Painting on 13-12-2017, in connection with International Anti-Corruption Week. Mian Muhammad Waqar, Additional Director A&P Wing NAB(KP) was chief guest on the occasion. He stressed on the role of youth in fight against corruption. Students expressed their abhorrence of corruption. They also portrayed the menace of corruption in day to day life through these competitions. Certificates & shields were distributed amongst the participants of the event.

  19. Govt Superior Science Degree College, Peshawar
  20. The said Peshawar arranged a seminar on the eve of International Anti Corruption Day on 12-6-2017. Mr. Liaquat Ali, Deputy Director and Mr. Naveed Arshad, Assistant Director were attended the seminar as representatives of NAB(KP). Prof Sharif Gul, Principal of he said college stressed on the role of youth in fight against corruption. Students expressed their abhorrence of corruption.

  21. Govt Girls Degree College, Bacha Khan, Peshawar
  22. Govt Girls Degree College Bacha Khan Peshawar arranged, Drama competition, Skit Performance and Poster / Painting Competition on 19-12-2017, in connection with International Anti Corruption Week. Mian Muhammad Waqar, Additional Director and Ms. Shamim. S. Shah, Deputy Assistant Director were attended the function as representatives of NAB(KP). Mian Muhammad Waqar, Additional Director NAB(KP) in his speech stressed on the role of youth in fight against corruption.

  23. Khyber Pakhtunkhwa Boy Scouts Association, Peshawar
  24. The said association was arranged a seminar on 20-12-2017 at Provincial Scouts Headquarter KP Boy Scouts Association, Hayatabad Peshawar in connection with Anti Corruption Week. Mian Muhammad Waqar, Additional Director NAB(KP) was chief guest on the occasion. Mr. Liaquat Ali, Deputy Director and Mr. Naveed Arshad, Assistant Director NAB(KP) and Senior officers of the said association were present on the occasion. Mian Muhammad Waqar, Additional Director NAB(KP) delivered a lecture on Corruption.

  25. Activities at Other Educational Institutions
  26. On similar lines various Declamation Contests, Walks, Poster / Painting Competition, Essay Writing Competitions were conducted by various educational institutions on the eve of International Anti Corruption Week – 2017.

  27. TV Programmes
  28. Mian Muhammad Waqar, Additional Director NAB (KP) took part in panel discussion in both Urdu & Pushto programs on different TV channels . The main emphasis was on significance of International Anti Corruption Day, awareness campaign against corruption, anti corruption drive and cautioning public about the fraudulent activities and scams.

  29. Radio Pakistan Programme
  30. Mian Muhammad Waqar, Additional Director NAB(KP) also took part in (live) discussion on different Radio Programs at Peshawar. The discussions were mainly focused on the significance of Anti Corruption Week to fight corruption.

  31. A Seminar at Educational Institution
  32. A seminar was arranged at Govt Degree College S.K Bala Bannu on “Rights & Responsibilities of Parents” from the platform of Character Building Society with an aim to sensitize the students about their values for better development of their personality. Large number of students, faculty members attended the event. Students expressed their views on the topic through poetry and speeches. Principal of the college Prof. Dr. Muhammad Hassan was chief guest on the occasion.

  33. Visual Art Competition
  34. National Accountability Bureau (KP) in collaboration with Sports Culture and Tourism Department Govt of Khyber Pakhtunkhwa conducted Visual Art Competition for Educational Institutions students on 18-1-2017 at Nishtar Hall Peshawar on the topic of “Cultural Change for Zero Corruption”. A large number of Professional Painters and students participated in the event. They expressed their abhorrence towards corruption through posters and painting Hall. All directors and Deputy Prosecutor General attended the event. Cash prizes and shields were distributed among first three position holders to encourage them on their efforts.

  35. Cultural Show
  36. A cultural Show on the topic of ‘Cultural Change for Zero Corruption’ was arranged by National Accountability Bureau in collaboration with Sports, Culture, Tourism, Archaeology & Museums Department Khyber Pakhtunkhwa arranged cultural show Nishtar Hall Peshawar. Several skits showing the adverse impact of corruption on society and national songs were presented. The show was attended by large number of officers and officials of National Accountability Bureau and Other departments. At the end of the event, certificates were distributed amongst best performing Character Building Societies.

  37. A Seminar at District Mansehra
  38. A seminar followed by a walk was held on 15th May, 2017 at District Council Hall, Mansehra on Role of Public Servants in Eradication of Corruption”. Officers of all District Govt Departments, Notables, Politician, Students and Civil Society of District Mansehra participated in the Seminar. Mian Muhammad Waqar, Additional NAB (KP) was chief guest on the occasion and Mr. Iqbal Hussain, DC Manshera, Mr. Sadiq District Officer Agriculture, Qari Wassem-ur-Rehman, District Khateeb, Said Ghulam District Nazim, Mansehra, Sheraz Qureshi, Civil Society Member. EDO (Female) Education, District Khateeb, DCO, District, President PTI and Ex MPA etc. spoke on the occasion.

  39. A Seminar at District Haripur
  40. A seminar followed by a walk was held on 16th May, 2017 at Benazir Bhutto Shaheed Hall, TMA Haripur on “Causes & Effects of Corruption on the Society & Its Remedial Measures”. Officers of all District Govt Departments, Notables, Politician, Students and Civil Society of District Haripur participated in the Seminar. Mian Muhammad Waqar, Additional Director NAB (KP) was chief guest on the occasion. Mr. Tasleem Khan, DC Haripur, Mr. Abdul Hakeem, President Bard Council, Haripur, Prof Arsad Qayum, Quaid-e-Azam University Islamabad, Mrs. Noshad Gillani, DSP Haripur and other notables spoke about ill effects of corruption on the occasion.

  41. Awareness Session at District Abbottabad
  42. An awareness session was held at Hazara Division, Abbottabad on 15-5-2017. Mr. Akbar Khan, Commissioner Hazara Division was chief guest on the occasion. Mian Muhammad Waqar, Additional Director NAB(KP) Deputy Commissioner Abbottabad and head of the educational departments of Hazara Division attended the session. It was decided in the session that all the district administration of Hazara Division will fully support NAB in delivering their message against corruption to the masses in the Districts.

  43. A Seminar at District Buner
  44. Seminar on the topic “Improvement in Transparency and Control within the Government”” was arranged by District Administration Buner in collaboration with National Accountability Bureau at District Buner on 22-6-2017. Mian Muhammad Waqar, Additional Director NAB(KP) was chief guest on the occasion. District officers, notables, students, ulema and civil society members attended the seminar. Mr. Zafirulmani Deputy Commissioner Buner expressed his views on the menace of corruption. He termed it root cause of all other evils in the society. District Khatteb discussed corruption in the light of Islamic teachings. He stressed upon the participants to adopt Islamic way of life for the improvement of society. DSP HQ Sadiq Akbar, Abdul Mateen, District Kahteeb, Abdure Rehman, Media Representative also spoke on the occasion.

  45. A Seminar At District Dir Lower
  46. A seminar followed by a walk was held on “Effects of Corruption on Our Society & Remedial Measures” on 12-7-2017. Officers of all District Govt Departments, notables, politicians, students and members of civil society of District Dir Lower participated in the seminar. Mian Muhammad Waqar, Additional Director NAB KP, was the chief guest. DC Dir Lower and other notables also spoke about the ill effects of corruption.

  47. A Seminar at District Battagram
  48. A seminar followed by a walk was held on 13-7-2017 on “Role of Civil Society in Elimination of Corruption” at District Council Hall, Battagram. Officers of all District Govt Departments, notables, politicians, students and members of civil society of District Battagram participated in the Seminar. Mian Muhammad Waqar, Additional Director NAB (KP) was the chief guest. DC Battagram and other notables also spoke on the occasion.

  50. A seminar followed by a walk was held on 18-7-2017 at Jalal Baba Auditorium, District Abbottabad on “Effects of Corruption on Our Society & Remedial Measures.” Officers of all District Govt Departments, notables, politicians, students and members of civil society of District Abbottabad participated. Mirza Sultan Muhammad Saleem, Director NAB KP, was the chief guest. DC Abbottabad and other notables also spoke on the occasion.

  52. MOU was singed between Directorate of Sports & Youth Affairs, Govt of KPK, and NAB(KP) regarding Anti-Corruption Week 2017 activities

  54. Prepared NAB Theme Song and shared the same with A&P Div NAB HQ Islamabad

  55. Heritage wall on Swabi Interchange
  56. Various meetings were held with all relevant stakeholders at NAB(KP) for erection of Heritage Wall at Swabi Interchange. Visits were also carried out for selection of a suitable site for the purpose. Brig (R) Farooq Naser Awan SI (M) DG NAB(KP) inaugurated Heritage Wall at Swabi on 15-12-2017.

Prevention Activities

  1. Prevention Committee Education Sector
  2. NAB under its Prevention Regime constituted a prevention Committee on Education Sector mandated to suggest ways & means to achieve improvement. 1st meeting of the subject committee was held at NAB Khyber Pakhtunkhwa on 14th February, 2017 under the chairmanship of Director General NAB (KP) in which 08 x sub committees for Education sector constituted Request is sent to Education Department to give detail presentation on 10-08-2017 of Sub-committees, which was held on 10-08-2017. Meeting of Sub-Committee-4 held on 23.08.2017 under the chairmanship of Additional Secretary (Estab), Elementary &Secondary Education Department KP. Education Department was asked on 31.08.2017 to finalize the recommendations. A meeting of Sub-committee-4 regarding Teacher’s Recruitment, career planning & MIS File Management and Inventory Management held on 08.09.2017 at Education office Peshawar. 2nd Meeting of Sub-Committee-6 Elementary Education Foundations & Public Private Partnership Schemes held on 03.10.2017 in the office of Managing Director Elementary Education Foundation KP. Recommendations of Sub-committee-3 finalized by Education department on 13.10.2017 and forwarded to this Bureau. Recommendations of Sub-committee-1 Training of Teacher & Parents Teachers Council (PTC) sent by Chairman Board of Intermediate & Secondary Education Peshawar on 13.10.2017 and forwarded to this Bureau.   3. Prevention Committee Forest Sector
  4. Firsst Meeting was held under the chairmanship of Secretary Forest Khyber Pakhtunkhwa on 15th August 2017, and Minutes of Meeting sent to Forest office on 16.08.2017. First Meeting was held on 15.08.2017, after reactivation of Committee. 2 x Sub-Committees were constituted for two weeks with assigned tasks which have been completed. A coordination meeting was held on 17.10.2017 at NAB (KP) under the chairmanship of Brig (R) Farooq Naser Awan SI (M), DG NAB KP with Secretary Forest KP, Chief Conservator Forest KP, & DG Pakistan Forest Institute etc in which two sub committees were made. Notification of two Sub-committees sent to Forest office kp on 25.10.2017 for necessary action. A meeting was held of Sub-Committee-2 on 01.11.2017 in the office of Chief Conservator of Forests KP Peshawar. A meeting was held of Sub-Committee-1 on 06.11.2017 in the office of Pakistan Forest Institute Peshawar by Director General Pakistan Forest Institute, Peshawar. A meeting was held of Sub-Committee-1 on 15.11.2017 in the office of Pakistan Forest Institute Peshawar by Director General Pakistan Forest Institute, Peshawar.

  5. Prevention Committee Health Sector
  6. The Committee completed the assigned task and Final Recommendations forwarded to NAB HQ Islamabad on 09.06.2017

  7. Prevention Committee on Procurement Rules
  8. Chairman NAB notified the Prevention Committee on Procurement Rules on 21st March, 2017 and subsequent meeting held on 11th May, 2017 at NAB (KP) 06 x Sub-Committees constituted. Meeting held on 30.08.2017 under the chairmanship of the Director HR & Finance, KPPRA. Meeting of the Sub-Committee-2 under the Chairperson of Additional Secretary P&DD held on 31.08.2017. Meeting of the Sub-committee-4 held at KPPRA office Peshawar on 20.09.2017. Meeting of the Public Private Partnership Prevention in the procurement Rules held on 03.10.2017 under the chairmanship of Additional Secretary Planning & Development Department at P&D department KP. 3rd Meeting of on Comparison of Federal PPRA & KPPRA Rules held on 11.10.2017 under the chairmanship of Director HR& Finance KPPRA at Civil Secretariat Peshawar. A meeting held on 12.10.2017 under the chairmanship of Additional Secretary Communication & Works department in the committee room of C&W department KP. 4th Meeting of Sub-Committee-4 held on 26.10.2017 in the office of Director HR KPPRA Peshawar. Final Meeting of Sub-Committee-2 (Public & Private Partnership) Prevention in Procurement Rules held on 01.11.2017 under the chairmanship of Additional Secretary Planning and Development at Planning and Development Department KP.

  9. Prevention Committee on Prison System in Khyber Pakhtunkhwa
  10. 1st Coordination Meeting was held at NAB KP on 26.10.2017 under the chairmanship of Brig (R) Farooq Naser Awan SI (M), DG NAB KP with Secretary Home & Tribal Affairs department, Special Secretary Home, Inspector General Prison KP, Secretary Law, Secretary Finance, Secretary Health, Secretary Planning & Development etc KP. Minutes of Meetings held on 26.10.2017 and Notifications of four Sub-Committees sent to concerned Secretaries on 31.10.2017.

  11. Presentation: Central Prison Peshawar
  12. Detailed presentation was given by a team of Central Prison Peshawar officials lead by Superintendent. In the presentation, NAB authorities were apprised on prison management system, relevant laws and regulations regarding prisons. The team also apprised the NAB authorities on the current conditions of the prisoners and projects underway in Central Prison Peshawar.

  13. Presentation – Load shedding & Tripping in Industrial Estate Risalpur Nowshera
  14. PESCO authorities and Industrialists of Risalpur visited Bureau to discuss non availability of power to factories and supply of connections to factories outside industrial zone. Mr. Javed Hayat, SE Khyber Circle gave a detailed presentation on the issue of load shedding, tripping of power supply. At the end of the meeting, instructions were issued by the Bureau in order to regulate power shortage to industries so that burgeoning industry of this region is protected.

  15. Presentation - Model Custom Collectorate Peshawar
  16. A presentation on Non Custom Paid Vehicles by Model Custom Additional Collector, The presentation highlighted procedure pertaining to illegal vehicles confiscated for non-payment of customs duty and other issues. At the end of meeting instructions were issued by the Bureau to remove loopholes in procedure for improved enforcement of custom laws.

  17. Tribal Electric Supply Company (TESCO)
  18. A meeting on TESCO officers regarding 11 KV Michni Feeder & 11 KV Mulagori Feeder of TESCO with NAB authorities was held on 9th May, 2017. Various decisions / recommendation were reached to improve the system.

  19. Technical Education & Vocational Training Authority (TEVTA)
  20. Chairman TEVTA gave a detailed presentation regarding the organization, structures, recruitment & procurement procedure and process and detail of receipts & expenditure during last five years to NAB authorities 3rd May, 2017.

  21. Khyber Pakhtunkhwa Oil & Gas Company Ltd (KP OGCL)
  22. Conference was held at NAB(KP) on 17th May, 2017. NAB Authorities were briefed about loss of seeping out Oil & Gas in Karak & Kohat Area.

  23. Food Department, Govt of Khyber Pakhtunkhwa
  24. Secretary to the Govt of Khyber Pakhtunkhwa gave a detailed presentation on Procurement Procedure of wheat to NAB authorities on 25-07-2017 & 09-08-2017. Following instructions were issued in this regard.

    • Purchases from the growers on first-come-first serve basis may be streamlined and competitions among growers be ensured.
    • Extensive and aggressive campaign in leading local newspapers, print & electronic media may be launched to attract more growers for selling their wheat to the Government.
    • Distribution of Gunny bags among growers may be ensured on merit
    • Payment to the growers shall be ensured in a more efficient and effective manner.
    • Girdaveri / Income Tax documents provided by the Growers officials are bogus and their genuiness must be ensured by the concerned officer while providing wheat for growers.

  25. National Testing Service (NTS)
  26. A conference / presentation was held at NAB KP on 26-7-2017 under the chairmanship of Brig (R) Farooq Naser Awan SI (M) DG NAB(KP). Regional Incharge NTS gave a detailed presentation on the working of NTS to NAB authorities. Following instructions were issued.

    • A mechanism may be devised to check the integrity of invigilators.
    • A scanned copy of the answer sheet shall be sent to a centralized data at the examination hall so that alteration / replacement are prevented.
    • The result to be announced on the same day in order to ensure transparency.
    • For preventing impersonation the matter of signing agreement with NADRA for access to data for verification through thumb impression may be inked at the earliest.

  27. Khyber Pakhtunkhwa Board of Technical Education, Peshawar
  28. A conference / presentation was held at NAB KP on 29-8-2017 under the chairmanship of Brig (R) Farooq Naser Awan SI (M) DG NAB KP. Chairman, KP Board of Technical Education, Peshawar, gave a detailed presentation on working of the Board of Technical Education to NAB authorities. Following instructions were issued.

    • Regulation is one of the main duties of the Board which is closely linked with quality of education outcome. The Board shall also undertake efforts to get the curriculum modified.
    • The Board shall take up the case with the Govt to clearly lay down procedure for appointment of Chairman, Secretary, Controller of Examinations etc through a competitive process viz-a-viz qualification, experience etc.
    • Data entry of the candidates and passed persons, its sanctity, retrieval etc is the core function of the Board; It shall enrich itself by hiring fresh blood of IT from market and shifting its system towards IT.
    • The Board shall also make arrangements for its own legal team for undertaking regulation, registration and prosecution defence.
    • The board shall take up the case with the Govt for necessary amendments in its Act of 1972 and the Service Regulation of 1994 as these are absolute and redundant so that positions of IT Personnel, Regulation, Controller and Administration can be recruited up to BPS-19 under the rules to improve the system and bring efficiency and transparency in it.

  29. FATA Secretariat
  30. A conference / meeting was held on 12-10-2017 at NAB KP on Minerals Sector under the chairmanship of Brig (R) Farooq Naser Awan SI (M), DG NAB, KP. Additional Chief Secretary FATA alongwith his team gave a detailed presentation to NAB authorities.

  31. CHEQUE DISTRIBUTION CEREMONIES
  32. Following cheque distribution ceremonies were held at NAB(KP)

    • Brig (R) Farooq Naser Awan SI (M), DG NAB KP handed over Pay order of Rs. 36.42 M to the Provincial Govt through Mr. Raza Ullah, Addl Secretary, Finance Department, Govt of KP, recovered through PB in different cases.
    • Brig (R) Farooq Naser Awan SI (M), DG NAB KP handed over Pay order of Rs. 7.81 M to PESCO through Mian Muhammad Hamid, Chief Commercial Officer recovered from defaulters of Bills.
